The realization of e-government, and not even smart government, has been one of the demands of the legislature and the people in recent years, which has not been fully realized despite the efforts made.

Weaknesses in the regulation of this sector include the development, updating, approval and timely notification of regulations, lack of necessary laws and regulations regarding security, protection, privacy and ownership to access and share data for government and even business sectors, organizational and technical unpreparedness of some Important devices in the production and provision of electronic services, lack of proper cooperation of some government devices in the exchange of key services and important data through the National Exchange Center and specialized centers, lack of integrated services, lack of sufficient expert staff in the executive apparatus to lead important smart projects and This is one of the other reasons mentioned by Zarehpour.
Of course, the proposed Minister of Communications has also presented strategies in his program to solve these problems. Issa Zarepour, Deputy of the Judiciary and Head of the Statistics and Information Technology Center of the Judiciary, who was introduced as the proposed Minister of Communications and Information Technology of the 13th government, was born in 1980.
He holds a master’s degree in computer engineering, majoring in software at Sharif University of Technology, and a doctorate in computer science and engineering from the University of New South Wales, Australia. He also holds a postdoctoral fellowship from New South Wales University of Australia and Sharif University of Technology.
The proposed Minister of Communications has been a member of the faculty of the Faculty of Computer Engineering of Iran University of Science and Technology since 2017.
One of Zarehpour’s research projects is recognized as the top student IT project in Australia, and his doctoral dissertation is recognized as one of the top two dissertations in the School of Computer Engineering at the University of New South Wales.
